Introduction

The regular occurrence of foot-and-mouth disease and similar transboundary animal diseases (FAST) in European neighbouring countries represents a constant risk of FAST introduction and spread into Europe. Actions aimed at improving the surveillance and control in the European neighbourhood can reduce the probability of FAST spreading towards European borders. Furthermore, the constant monitoring of the epidemiological situation in the neighbourhood can provide relevant risk information and contribute to increased awareness of major animal disease threats.

The European Commission for the control of Foot and Mouth Disease (EuFMD) is working in coordination with the EC’s Directorate-General for Health and Food Safety (DG-SANTE), the United Nations’ Food and Agriculture Organization (FAO), and the World Organisation for Animal Health (WOAH) to:

Improve preparedness of member countries for crisis management.
Reduce the risk of FMD incursion through improved control in the European neighbouring regions.
Promote the global strategy for the progressive control of FMD.

The EuFMD workplan has recently adopted the HOLD-FAST strategy with an extended scope of preparedness and risk reduction activities to FMD and similar transboundary animal diseases (TADs).

October -December 2020

The European Commission for the Control of Foot-and-Mouth Disease risk reduction programme in the European neighbouring regions of North Africa, the Middle East, and South East European Neighbourhood is delivered within the Hold-FAST strategy. This strategy continues the focus upon FMD risk reduction but extends the scope of the preparedness and risk reduction activities to similar transboundary animal diseases that pose an immediate threat to the EuFMD member countries. The programme focuses on the control of foot-and-mouth and other similar transboundary animal diseases (FAST) in the neighboring regions through the improvement of prevention, surveillance, and control actions. In this context, the FAST quarterly report of significant events provides relevant and regular risk information to risk managers operating in EuFMD Member Nations and neighboring countries.
The constant monitoring of the epidemiological situation, together with information on the implementation of control and surveillance strategies, increases awareness of major transboundary animal disease threats for Europe and the regions of North Africa, Middle East, and South East European Neighborhood.
